Notification of Mothers critical Illness

The question deals with proper method of notifying a family member about a life and death issue of the mother. The family member has no idea that anything is wrong with the mother, it's a totally new issue. The family member being notified lives out of state.
Is it proper for sibling to notify you, that your late 80's mother probably has cancer, by Email or text when you are or will be available for a phone call the same day. The sibling notifying you chose Email notification for their own benefit because they are having a bad day and don't want to keep calling you until they can reach you the same day .
