Communication Rights - What do they mean?

We all understand basic human rights--the right to freedom of speech, the right to be free from torture, the right to a fair judicial system, and so forth. Is there something called the "right to communication"? In the brave new world of digital communication and social media, what do communication rights mean?

Communication rights include areas such as democratic media governance, participation in one's own culture, linguistic rights, rights to enjoy the fruits of human creativity, to education, privacy, peaceful assembly, and self-determination. How meaningful is this definition of communication rights?
