being handcuffed for minor traffic violation

Recently, I had a minor traffic accident. The state police were called to the scene. This accident involved my car only; no other vehicle was involved. The state police officer said he had no other choice but to give me a ticket for reckless driving. Moreover, since my car was not driveable, he said he would have to take me to the police station in order to call someone to come get me. He informed me that while I was not under arrest, he would have to handcuff me as it was departmental policy that anyone placed in a police car during transport was required to be handcuffed. He then proceeded to handcuff my hands behind my back. Once we reached the police sation, he removed the handcuffs. Now, when I went to court I was found guilty and sentenced to 20 days in jail plus fines. This for someone with a clean driving record. Immediately, I was handcuffed behind my back again and hauled off. I was able to arrange bail while I appealed. Upon appeal, my sentence was cut in half to 10 days. Once again, I was immediately handcuffed behind my back and taken to a holding cell to await transport to the county jail. While in the cell, the handcuffs were removed. When the deputies came to take me to the local jail, not only was I handcuffed, but I was also shackled. Moreover, anytime I was out of my cell at the local jail I was handcuffed behind my back. My question is doesn't this seem a little ridiculous for someone who has never been in trouble with the law and had a clean driving record? Wasn't the sentence harsh? Moreover, why was I handcuffed and shackled like a violent criminal?
