I think it is only a matter of time before skirts are popular for men. Some stores are already selling skirts for men. Hot Topic has a few men's skirts in their inventory; in fact, that's where I got mine. I have seen other men around my city wearing skirts, kilts, sarongs, etc. Give it about half a decade, and even Wal-mart will start marketing skirts for men.
I'm not sure where you got the part about a single vote, as the USA has no official language, but, it is true that the Declaration of Independence was written in German first and then translated into English. It is also true that in early America, the upper class often conversed in French because it was considered more polite than English. As far as Spanish goes, it has become a more common language in America because of the growing Hispanic population. Many non hispanic people speak spanish as well, but the majority of people speak English on a day to day basis. In large cities, such as New York, different communities speak different languages.

As I understand it, when the vote was taken, century before last, about what the official language of the USA should be, English only beat German by a single vote. When I went to the USA, I was surprised at the extent to which Spanish, rather than English, is the main language of the ordinary people. I think everyone should make an effort to speak at least two languages. Having only one language today is rather insular.
It really depends on where you live and who you interact with most often.
