I dunno. There's a lot to be said for tying them to a chair and driving them insane for the length of a cartoon video.
I find tickling a more effective punishment for several reasons. Spanking can leave bruises that a teacher, doctor, or other person might see and interpret as abuse. Tickling doesn't. Likewise if a child mentions that their parents or babysitter tickles them, it raises fewer eyebrows than a report of spanking.
Tickling is fundamentally non-violent.
Tickling makes the child more aware of what he or she did wrong. Spanking is over and done with after 10-12 swats. A tickle-punishment session might last 10, 20, 30 minutes, and for that whole time the child is acutely aware of being punished and of the transgression that led to it.
