I think spanking is a good option. I would like to see more parents use it. I agree that the number of juvenile offenders would shrink if parents used effective discipline at home.
I have mixed feelings about corporal punishment in the schools, but I think it could be useful in certain situations.
I would also favor allowing administrators or high level staff in juvenile detention facilities and boot camps to administer corporal punishment.
And then there's always judical corporal punishment. I've talked to a couple of people who received it overseas as teenagers, and they claim if was harsh but effective. Maybe that's something we should consider in the U.S.

Before the need for JD detention or boot camp why not get back to old fashion home & school discipline. When I messed up I got swats at school and a second paddling or belt whipping when I got home. Is a good spanking, when deserved, another option?
I have mixed feelings about schools using corporal punishment (cp). If parents did their jobs--i.e., disciplined their children well--I don't think cp would be necessary or desirable in the schools. However, since many parents don't adequately discipline their children, I think that school administrators should be allowed to administer cp in some situations.
