They are theoretically simpler than an M16, or even an AK47, and obviously they aren't so dependant on raw materials.
What makes people so sure they can keep these out of the hands of anyone who wants one?
Most gun control laws on the books are based off the interstate commerce clause in the constitution. And while they may be unconstitutional, regulating destructive devices may not be.
I think regarding explosives that using the interstate commerce clause should be used to restrict explosives. Because they are not necessarily weapons, they can be restricted somewhat.
