Talk your parents into getting you a PayPal Student Account? We've been using one at our house for a couple of years, and it's been great for allowances and such. Failing that, you could try convincing a friend or family member to pay for it on your behalf. It's only $0.99, after all.

I believe I've addressed this already via email, but for the sake of others reading, I'll repeat it here. Google has changed their advertising rules to be more restrictive, so some content that was previously acceptable for the general directory is no longer acceptable. Most of that content would still be accepted into an adult category though.

For new polls, we're currently running 2-3 days. Modified polls unfortunately take much longer right now. We are working on some changes that will help to streamline this. Hopefully those will go live in the next few weeks.
