Of course it makes a difference. The victims of this prank are innocent of any crime: the little boy or girl never existed, so no-one was ever put at any risk of harm, and the victim can't be guilty of anything much except thinking naughty thoughts; for this, their lives will be deliberately ruined. Truth is, it is easier for the police to play this sort of armchair street patrol than to go out in the cold and rain catching burglars.
