Certain rulings over the past century over disputed territories tends to favor those who have demonstrated control/concern for a territory without a claim by another.
China never cared for the territory until the oil was found in teh early 70's and prior to that despite knowing its existence China never took any steps to "administer" or exercise soveriegnty over the islands such as a settlement, outpost or markers.
