Are search engines unorganized?

I've noticed search engines have no particular order to their results.
When you search for something on the internet do you usually find exactly what you want

Since most people aren't looking for a one worded subject, but the search engines only notice one of those words at a time,this can result in a million results but the one you're looking for is not the first choice. Should search engines be required to notice the sentence as a whole
