Absolutly no crime whatsoever! We won't even need a police force!

No crime, but lets still have a police force just in case.

Some crime, life is boring without it.

A lot of crime. Something has to full the news.

Loads of Crime! Kind of like a reality Gotham!

4. Taxes?

No Taxes on the people. They'll be happier without.

A little tax, something has to keep this train running!

A lot of tax, just so everyone can stay alive.

A bit more tax than we need to take from the people.

Loads of Taxes! Squeeze them dry!

There will be no airport for this city, thanks.

No river comes close to our city, we'd have to build bridges and stuff, and paint them, it'd just be annoying.

A river runs through our city. It's a good place to dump all the crap we have lying around.
