Named or suspected cheaters should submit to and pass lie detector tests before being allowed to compete

At the beginning of regular and post season play, all players should pass drug and lie detector tests before being allowed to compete

Those refusing to cooperate with the mitchell investigation should be identified

Penalties for first offense rule breakers should be severe, well defined and rigidly enforced ... repeat offenders should be banned from competition

Suspected rule breakers should not be allowed to compete until the matter is reviewed and resolved
