How should a House of Representatives be structured?

There should not be a House of Representatives.

The House should include everyone who is not President, Vice President, or a Senator.

There should be no House Districts, everything should be at large.

There should be several Representatives per District with the House Districts being the same as the Senate Districts.

There should be one Representative per District with smaller House Districts than Senate Districts.

The number of Representatives should be dependent upon the population of each Region.

What should the structure of the Regions be?
