School skirts/ socks.

I couldn't help but notice as I drive around towns and cities in the North of Ireland and North of England, that girls going/ coming from school who have the shortest skirts also wear socks. Those in tights seem to wear their skirts longer. Why is this? Surely the cold must be a factor in wearing tights. As I don't want to ask anybody personally this puzzling question, I have brought it to Mr Poll.
