Should students be able to put books on desk and then go to the restroom and not be counted tardy as long as they don't waste time or misbehave and are quiet returning to the room after the tardy bell has rung?

Should there be a warning bell and then a tardy (late) bell. Example warning bell at four minutes and tardy bell at six minutes? After warning bell students must quit talking and be in the process of going to their seat or taking care of routine tasks such as restroom, sharpen pencils, getting supplies, etc. When tardy bell rings students should be in seats ready to work.

A certain number of free pasess, then a demarit. Ten demarits in a nine weeks period on a student's record results in one day of detention.
