Proper use of E-mail Addresses by City Government

1. Should employees and elected officials have the right to exploit e-mail addresses for personal use that were originally collected during official business?

2. Would your reasonable expectation of privacy extent to receiving political campaign information, solicitations for campaign contributions and other unsolicited e-mail as a result of asking specific questions, making complaints or providing input in any manner, on a municipal web module or by sending e-mail to a department, an elected official, employee or any other individual ?

3. Should e-mail addresses be shared outside of a municipality were they are collected, as described in the manner above?

4. Should any of these activities be permitted under any circumstances, even if they are legal, approved and disclosed in a website privacy statement?

5. If these practices were condoned, should non-incumbents be afforded access to a municipality’s e-mail list to even the playing field?
