It sounds like there isn't very many rules to go around. If there are four of you, all the chores, bills and responsibilities should be divided equally between all of you in whatever manner you feel is right. Since there is enough of you guys, things should run smoother as a democracy.--Which shouldn't be a problem because it sounds that it is usually three on one side and one on the other. If the odd man out is playing dumb and evading responsibility, then be vary clear what all he has to do. Set concrete guidelines, but more importantly: harsh consequences for breaking them. This could help avoid conflict. And always remember that most people won't do more than the bare minimum of what their job is in this kind of scenario and to expect them to do more is the same as having faith in something that is false. Make some rules. Figure out who's chores are what. I'm guessing you all are young men, but someone still needs to step up and the the man.
