on #4,congress is authorized,and they created the treasury department to do it,so either answer is good enough.but in 1913 the international bankers hijaked the money making biz and still do it today,even though its un-constitutional,You can thank woodrow wilson for that.the un-constitutional income tax was created in 1933 to pay the bankers for the money they print which is no longer backed by gold,only faith in their scam they running on the american people.

Income Tax
Did you know that no ones that i know can tell me where in the law it says that you have to pay income tax...if you look in the IRS codes and books you can not find it anywhere...there is absolutely no law anywhere that requires you to pay income tax...it's all voluntary...or otherwise forced illigitamitly. There is even reward money put up by certain group that will give you 400,000 dollars if you can find the law that says we have to pay income tax.
