Is Driving Downtown a Conspiracy

Wuppertal, Germany has monorails running above polluted rivers. Great system. Once the circus was in town and they borrowed a baby elephant and used the monorail to give a tour. Problem was that the thing became frightened and fell out of its car and into the river. Berlin, Germany has a good idea. There are buses that have strippers who talk about the city while they take it off.
