Neither. We have some caring instincts and some violent instincts. Which come to the fore depends on the individual person, how they are brought up, and the situation they are in at the time. I suppose we are genetically predisposed to be kind and caring to our families and mates ie those who are close to us, but to be competitive and violent if neccessary to others who may be competing for our food, territory, etc. Possibly this is why violence is more of a problem in poorer areas: people feel a subconscious need to compete over resources, anyone is potentially a threat, whereas in more affluent areas people are happy in that aspect of their lives (perhaps not in other aspects, but that's not relevant) so they don't need to fight, and keep any violent urges they might have to the sports field. This does not explain larger scale violence. I have no idea how someone could drop a bomb (or order a bomb to be dropped) on a civilian area and live with themselves, but I suspect that is more to do with political/religious ideologies gained as a teenager or adult than any instincts present at birth. I am not sure it makes sense to talk about whether someone is good or evil at birth. We have the instincts neccessary to survive, reproduce, and raise a child to reproductive age in a stone age (or whatever) society. The test of good or evil is deciding what is the right thing to do in a modern society, so we can use or repress our instincts at will for the advantage of others, not just ourselves. If you have a religion, it is whether you follow the tenets of that religion or give in to 'temptation' ie following an instinct that would go against the religion. If you don't have a religion, I suppose it is whether your selfish instincts, or whether you follow your caring instincts and use your intelligence to go against your selfish instincts and help people who may or may not be close to you.

Sorry that was rambling and unclear, but it's not exactly a clear subject.

I think humans are born neither good or evil but they're also born ignorant so children do harmful things unknowingly. Some have a born tendency toward evil these will become evil if not taught otherwise and may in spite of any and all teaching. Some are born with a tendency toward good these will normally become good people but if taught to be evil may become so.
