Spec Ops was incharge of it. So they set it up with a (at the time) Marine Corps Captain (whom is currently deceased) who hired Walther Ohlinger to assassinate President Kennedy. Ohlinger was the man behind the grassy Knoll on November 22, 1963. He admits to hearing (and seeing) another shot or two before his fatal head shot.
