Who is to blame?

I too wish that multiple options could have been chosen. Though the ultimate responsibility is that of parents, all the others play a role in fomenting hate toward others.

I think the ultimate responsibility should fall on the person who actually committed the crime. Yes we can blame church and parents and everything else. But, I think the majority of the blame should go to the criminal. I also support tougher sentencing for hate crimes.
