Yes, they are both exposing a part of themselves that is kept private, so a woman being topless is equal to a man being completely nude. On a further note, while a man in motion may be embarrassed by his thingy jiggling and flopping around while exposed, so too might a woman by her bouncing boobs.

I dont consider my breast a "private part". There are many beaches in Eroupe where females being topless is the norm. The "American socity" make a female breast a "private part". It is just now in some of the States in America that allows females to be topless at all state beachs and parks. If I can at lease be topless thats fine, but I enjoy it more being completly nude because I dont like the feeling of saugy bottoms when I leave the water. I disagree. A woman's breasts aren't a sex organ (they aren't directly involved in coitus nor are they the primary production center for female sex hormones) and therefore can't be compared with a man's sex organs. Furthermore, in the United States it is far more acceptable (and even encouraged) for a woman to expose much more of her breasts even under extremely tight and skimpy clothing which a man obviously can't get away with nearly as easily.
