James Madison is considered author of the First Amendment’s Religion Clause. As our fourth president, he attended church services held in the U.S. Capitol building and promoted hiring pastors for both the house and the senate. Thomas Jefferson, while our third president, attended church services in the Capitol building and in the Supreme Court building. He worte the educational plan for the D.C. schools and used the King James Bible as the primary reading book.
